So that puts Mark's parents in Breslau, Germany/Poland, in 1883. I don't remember who ruled Poland in 1883, but I know it went back and forth between Germany and Russia a few times. So the parents being "Russian" would not be a contradiction. Or they were originally from further east in Poland and under Russian rule. You'd have to get into a history of Poland in the 2nd half of the 19th C. to find out.

Chances are very good that if the records survived you can find Hyman and Anna (Rotstein?) Kipperhoor in Poland/Germany/Russia. Jewish genealogy research is fantastic.
