When you select the Norfolk Consistory wills you get yet another long list.

I chose the appropriate year block.

image 3 of that film is the intro for 1777. So I zoomed out and scrolled looking for those black intro pages, until I got to 1780.
Then, I had hoped that the 67 63 at the end of your reference referred to either a page or a number of the will. Probably the latter. So I flicked through to Will no 67 63 and it wasn't it.
So I just started turning the pages, and lucky for me I went left instead of right!

I have probably told you far too much there. and I just know that someone more expert at Family Search is going to come along and say there was an easier way!

Well done.
I think it is 63 rather than 67 as ref for the Kemp will :)
It's a folio number.
63 is written in the top corner on the previous page (will of Mary Hearn), the will you want may then start on either of two pages.

The wills in this volume do seem to have been numbered though!

I just know that someone is going to come along and say there was an easier way!

As it happens you could have gone for
Probate records for the Episcopal Consistory Court, Archdeaconry of Norwich, 1370-1858
Films listed over three pages
https://www.familysearch.org/search/catalog/278818

Then selected Regd. copy wills vol. 184, 1780-1781
Only 487 images, starting with the year wanted, and these images are possibly slightly better?
