J C Morgan Photo restoration from old newspaper

Hello,
Is anyone able to help clean up this image of my great grandfather. It is a photocopy of a newspaper article and the only photo we have of him. Unfortunately to keep it safe my mum folded it in half to put it in a book... right across his face  ::)

Ive tried myself but I'm not much good so any help would be so gratefully received.
Currently searching... Howes (Northumberland), Moses (Portsea, Hampshire), Chandless (Bow, London), Woodward (Cardigan, Wales)

Hi, aclel. Just noticed your post which was dropping right down the board. I'll have a go tomorrow unless you get heaps overnight (Australian time) now that it's moved up a bit.
