What are these men dressed for?

Wonder if anyone has any ideas why the men in this picture are dressed like this

Some sort of sports day where they had to run a race wearing a woman’s skirt and the two in white coats are the judges? 

You would think they might be looking a bit happier!

The right hand man is wearing a chain of office - The Ancient Order of Whatnot, or some such.
The structures behind look like a scorer's hut or a commentary position - maybe cricket?

Maybe they were the losing side.

I think it is a works team - different classes of dress. At least 4 different types of hat. 3 different types of collar. A variety of neckties. It looks like bosses and workers to me.

I think they were possibly raising money for some form of charity or to build themselves a clubhouse.

An old programme shows there was a fund-raising cricket match to be held at Garrick's Villa on 27 September 1899.

I never thought to take any photos when my late OH was part of any charity raising football matches.  Such a shame as he looked rather fetching in the then modern coloured corsets lol
