Help needed - Frank Rowles Military Medal winner

Can anyone improve this image taken from a newspaper.

The only known picture of Frank 1891-1918.
He was awarded the Military Medal in December 1917 in the Battle of Passchendaele.
He is buried in Canada Farm Cemetery.
