Thank you, everyone, you have given me tonnes of extra hints to follow.

Regarding the lack of DNA matches and the father found on a baptism posing as Mr Westcott - here is my theory I'm going to follow.

Henry Iggulden (butcher) may very well be the father of Charles, but as none of his descendants has tested yet, I can't confirm.

Henry Iggulden Westcott was given the same middle name to make it look like Sarah's maiden name she was passing down to both boys, but he has another, different father (after all, Charles was born first, three years prior and her and 'Henry Iggulden' didn't marry in that time).
