Catch phrase ‘Why would England/Britain tremble’

Im trying to find out the origin of this phrase - any ideas please? (I’ll post this in WW1 forum too)

Thank you CaroleW, I did just that and found the same pieces (& a few others) before I turned to RootsChat, but  they don’t explain where the expression originated.
