Bombay birth and marriage records

Hi, I'm hoping someone can help me with this. 
I'm trying to find out about my husband's family - his grandmother, Mary Hepburn, was born in Kirkee, Bombay in 1881.  I know that her parents were Thomas and Mary Anne Hepburn, who were both born in Scotland.  Mary Anne died in India and Thomas remarried there in 1890 and had more children. 
But I can't find out why the family were in India, if Thomas was in the Army or whatever.
I have Thomas' death certificate from 1918, which says he worked at Woolwich Royal Arsenal as a Viewer (it looks like viewer). 
Does anyone know how to obtain birth or marriage certificates for Indian/British registrations? I don't want to take out a year-long subscription with Find My Past or whatever, I already subscribe to Ancestry, but not their Worldwide option. Perhaps that's being mean, but it seems a bit much to answer this one question - what Thomas did, why was he in India.

Have you used FamilySearch to locate records ( which might contain occupation info).

Per the baptism register, Thomas was a mechanical engineer.

Appointment listed in the Englishman's Overland Mail of 22 December 1904, page 7.

There are various newspaper entries following his death in London in 1913 (you said earlier, 1918?) Eg:

...Hepburn, native of Galashiels, who had considerable experience as a mechanical engineer. After serving his apprenticeship, Hepburn went to Woolwich, where he entered the India Civil Service. He was transferred later to Kirkee...

He retired from Kirkee in 1902.

In addition, he volunteered in various regiments both in UK and India. He retired from the Poona Volunteers, India as a Sergeant Major, after 21 years service and was awarded the Queen Victoria Long service medal.
