I can't identify it but it's not the crown of Victoria but could be Edward VII.
It looks more civil than military.

Thanks.  Latest hint received is that it may be a Danish dannebrog cross, and be related to medical services in some way.

The ribbon of the dannebrog cross is white with red borders.
So it's not that one ???
