Would an uncle normally witness a wedding? I usually see siblings or parents?

Not quite sure why you are querying an uncle - at least he was a family member.

I think we have to remember that in the 18th/19th and even early 20th centuries, witnesses were those people who were able to attend.  Probably why so may witnesses to marriages were church officials.

Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!
