Possibility-
In 1854 a child was born in Collingwood Melb Vic to a couple George WARDLEY and Jane nee HEDLEY.
Named Mary Emma
Two more followed in in 1857   Dorothy Ann at New Norfolk and in  1860 George Frederick, at Hobart, Tasmania.

Jane WARDLEY, wife of George and the mother of the children listed by Sue is buried in the Melbourne General Cemetery.

Her MI is quoted in the Victoria, Australia, Cemetery Records and Headstone Transcriptions, 1844-1997- Jane WARDLEY died 29 Jul 1901 age 72 yrs after 17 years suffering erected by her children.

Was the letter written in 1887?
Have I got that right?

Why would it be inadvisable for her to return to England?

17 years seems a long time to be "suffering" and I wonder if it was to do with a marital problem occurring 17 years before her death.  A couple of years before the letter and the gift of 10 pounds.
