WW2 Call up

My uncle Henry Edward Boarder (b. 7 Sep 1915) died in the Bishop's Stortford Hospital in 1940 (7 May).
I believe the hospital at that time was for servicemen but, from my limited family history, there was never any mention of him being called up. My father, younger than his brother, was called up in 1939.
My uncle did not have a reserved occupation.
Can anyone please advise me as to whether he had been called up, or likelihood of such?
He apparently died of kidney failure. An autopsy was conducted but the results are no longer available.

Do you have his death certificate? 

Can you find him on the 1939 register.  Either of these may hold a clue.

What occupation are you aware of that he had?

If He had a recurring, or serious Medical Condition, then, if/after receiving Call-up Papers, He might have been accessed as Medically Unfit, for Military Active Service.

The death certificate should indicate cause of death and his occupation at the time.

The 1939 civilian register was taken on 29 September 1939 so he would not have been in the services for long if he had been called up

His death certificate lists cause of death as Uraemia and malignant hypertension. A post-mortum (not autopsy) was conducted. He was a butcher's assistant, living with his parents in Sep 1939.

The reason for my query relates to the place of death which is listed as "Haymeads Bishop's Stortford W.D." - the W.D., I assumed, referring to the War Department.

With malignant hypertension he may well have, as suggested, been assessed as medically unfit.
