I think he was selling land in Qld as well near the Westbrook Homestead.

As early as the 1874/75 the Queensland Electoral Rolls Has Felix TOMNEY as a leaseholder at Westbrook. 

Maybe not a Government Lease but a private one from the owners of the Westbrook Homestead, that's my guess.

Also,

The Queensland Horse and Cattle Brands 1872-1899 has Felix TOMNEY, brand Certificate No 6379, 11th July 1873 for a run or farm "near Westbrook", nearest PO being Toowoomba.

Have you considered that your guy might have been a convict?
There is a Phoenix/Felix Tomlin/Townley/Townly/(Towney?) who was born abt 1817 in Belfast. Some of the events for this guy:

There are certainly some striking possibilities in the theory that Felix TOMNEY was the convict Phoenix/Felix TOMLIN.

The time line of his departure from Tasmania, his appearance in SA and marriage to Ellen COGLIN fits well.
I cannot find a definite death for Ellen in either SA or Victoria and the daughters would be quite young at the time of her attempted commital to the institution .

It looks as if Felix left SA for Victoria.   
Land was granted to him  in Victoria in 1876 , although he was in Qld by 1874 1872 (see Gerry's note above) .Maybe he already had  the bronchitis and was seeking warmer air

I do suspect that when it comes to an informant giving information about her deceased husband, there is often life details deliberately witheld.  It may have been "respectful " to not mention a convict past even if one knew about it and so details were just written  as "not known"
It was perceived a making s a nicer record for posterity

I’m wondering whether Ellen got stuck in an asylum after all and whether Felix started a new life without her ==>
There is an Ellen Tomney who died on 21 Oct 1895 (65Y) in Parkside, but whose residence had been Willunga!

PS I don’t think the following has been mentioned yet: Felix and Ellen seem to have had a son Felix who was 1 week when he died in Willunga on 24 Jan 1863.
