When DNA Matches can not see a match

I have recently contacted someone who Ancestry says either hasn't done DNA or isn't a match.  Both of us have done a DNA test, and between us, he and I have ascertained that we actually have Common Ancestors.  However, he is still unable to see me (nor I him) as a DNA match!

What make this even more frustrating, is that he can now see my 2nd cousin and her daughter as DNA matches in the Thrulines feature.  I can also see them, but I can't see him. 

Might this have something to do with Ancestry's recent purge of matches with less than 8cms?  My cousin's tree is almost identical to mine, so I find this rather irritating.  I will write to my cousin and ask her to let me know what % of a match he is with her, and that might give me a clue.

Any thoughts, Ancestry users?

It does happen when you inherit different bits of DNA my cousin has a match at 22cm which is obviously a match from.our mutual maternal side as the shared matches are the same as some of my mother's and mine but the match does not come up as a match to our dna
He matches some of  of my mum's matches that I don't match
Luckily I know if they match her that it's not a mistake

I guess I can assume that since he matches my closest cousin, that there is not a mistake!  So we're related on my mother's side, which was our initial conclusion.

What would a 'non paternal' event be? 

He appears to be related to my 5x great grandparents on my maternal line.  I still have some work to do to see how far down he is on my tree.  Waiting for a response from my cousin as well.

Non parental event for example if cousins share grandparents on a tree but in fact the grandfather of one is not the man the grandmother is married too
Or if the grandmother of one is a first wife that they never knew about

They are half cousins instead of full cousins so DNA results will look more like second cousins

I have several cases of remarriages so my mum had half cousins on all sides so my DNA doesn't show up as close to her half cousins descendants

Some of the cousins and half cousins were twenty years older so their great grandchildren are now testing

As I'm 60 I get to see what results look like over several generations

BUT I expect that because I know of the remarriages .

If siblings have a low match it might be NON PARENTAL EVENT if they actually have different father's ( or mother's tho that's rarer)

Again, thank you so much for that information.  Something to keep in mind not just for this match, but going forward as well.  I have a few 'interesting' marriages and non-marriages in my tree too.
