I think at that time they would have started school around 5, but there was some provision within the education act for free education from 3.  (Even today the law only requires children to be in education, either in school or otherwise, from the term after their 5th birthday, but of course most start school a long time before that.)

Another possible source of the photos could be Sunday School! Probably most of them attended, even the young ones.

"Victoria Hall disaster
The Victoria Hall disaster occurred on 16 June 1883 at the Victoria Hall in Sunderland, England. A total of 183 children died. Victoria Hall was a large concert hall on Toward Road facing onto Mowbray Park."

Thanks Gan Yam from the film some of them lived close together so could have gone to the same Sunday school

Zaphod ..how could so many children be killed was it a crush too or a floor collapsing

This is the photo that is different from most of the others .her brother Fred was caught in crush too ..survived with injuries

Their brother was the one who'd decided to spend his penny on sweets instead of seeing the show.

I will add link.to post on photo page (when  approved )with of Mary Elizabeth STOTT. Aged 8 Who died holding hands with her brother aged 4 one of the youngest to die
Also still clutching his penny .!

It was Mary LEE who's brother had chosen not to attend and spent his penny on sweets .

My cousin is related to  STOTTS   via  their grandfather thru illegitimacy .
