Most people are tricky between the 1911 census and 1939 register if you have no family feed back on their origins  :).  Have you tried electoral registers to see if you can establish when he moved to Garstang.  Have you checked military records for WW1 in case you can locate him showing a discharge address in the Garstang area

Judging by the registration districts for the childrens’ births they moved about a bit, Eton 1924, Chepstow 1926 and 1929 and Preston in 1933.
