The burial register actually reads - On board a barge in the Rivers Thames & Medway. Perhaps on or around the canal? Chelsea seems unlikely.

The burial register records where someone lived ('Abode'), not where they died. This entry suggests that he was a waterman living on a barge who regularly plied those two rivers - which could easily include any parts of London adjacent to the river.
Agreed, watermen could have travelled anywhere between Rochester and the eastern Berkshire parts of the Thames. There is a deaths at sea register, now merged into the British Armed Forces and Overseas Deaths on findmypast, but he doesn't appear there

I agree that the Nathaniel Hadley could be him, even if the age and spelling differs slightly.

Just spoken with Medway RO (very helpful) but he is not registered there. So perhaps he is the one at Chelsea......

Update!

£7 risked on a PDF......it is the right man!  Died on 1st July in Chelsea on his barge but not registered until 28th August......long after he was buried back in Rochester.

So worth the £7  :)  Always good to get a result.

Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!
