Passenger list seems incomplete, Lusitania 1914

I am interested in some passengers who went on the Lusitania, New York to Fishguard (and Liverpool), departing 19 May 1914. On Ancestry I found 584 passengers on the manifest (on 13 sheets). But according to the summary sheet, there seem to have been about 1300 passengers for Liverpool and 390 for Fishguard =c.1700 total. So the roster of names is apparently not complete.
For example, all the listed aliens (Americans and others) are travelling 1st class, but the summary sheet seems to show there were 2nd and 3rd class aliens too, so why are they not recorded?
Or am I misunderstanding something?
This is an issue for me because the list is missing one of the people, surname Russell, that I am interested in. I'd be grateful if anyone can help.
I am researching people who worked in the early film industry, from the 1890s to about 1920.
