Horace Rowles - Can anything be done with this picture

Can anyone improve this out of focus picture? It is the only one I could find.

Horace Rowels was born on Friday, 1st May 1885 at Church Lane, Burford, Oxfordshire, the son
of Thomas and Ellafies Rowles (née Smith), a ‘Chimney Sweep’ of Burford. 

He served with the Canadian Royal Army Medical Corps in WW1.

He died in 1978 at Burford, Oxfordshire, age 93.

persistently refusing uploads claiming the filename is the same ... now changed for the 3rd time
