Wording of Parish Marriage.

I have a 1832 Devon Parish marriage record that reads  '... by Banns with the consent of Friends this 24th day ...' 

The other 2 on the page have nothing written in the  '... consent of ...'  line.

Would this mean that one or both parties were under the age of legal consent (which i believe was 21?)  ?
