1939 Register question

Hi,
I was under the impression that military personnel were not included on the 1939 Register. However, I'm researching someone who was in the Royal Engineers at this time and I think I have found him at Waterloo Road in Lambeth, as part of a big long list of people who all appear to be army/navy/RAF.
What might the reason for this be?

The Register did include  those on leave, so perhaps have a look at what sort of establishment they were living in.

The Union Jack Club was at that time on Waterloo Road. It was founded by Ethel McCaul for all servicemen & their families to have somewhere to stay at a reasonable price. What number Waterloo Road are you looking at? There was also a Salvation Army Hostel on the Waterloo Road as well.
