Bastardy records in Colne

I'm trying to trace someone I think is a relative of mine.

John Baldwin was baptised 13 August 1797 in Trawden, Colne, illegitimate son of Betty Baldwin.

I've looked at Lancashire archives, online only, for a bastardy record but nothing surfaces.

There is another Baldwin who might be a brother, Andrew Baldwin, baptised 4 March 1804, also son of a Betty Baldwin. I can't find a bastardy record for him either.

(I can't confirm this is the same Betty but it does seem possible)

Is it possible those records are just missing? I was looking of a list online to see if there are periods of records missing but was unable to find that.

Or is it possible Betty just didn't have to answer to the authorities about her children?
