The trouble with weddings in the 1900's is that not many are available to view without purchasing the certificate.  It does not help when you are trying to do it for someone else and you have to suggest an £11+  certificate is needed to progress.

You have Joseph’s birthdate from 1939 so that might give a year and quarter to start with bearing in mind if it was late in the year, you could be going to 1873.

I so agree -- it is actual evidence and with the father's names and hopefully their occupations, you should be able to find both Joseph and Ellen Elizabeth, with more confidence, on the census records.

The 1911 census for Joseph Horton posted leads to a marriage in 1900,
Joseph Horton and Annie Rock in West Bromwich and children from census born West Bromwich mmn Rock.
A tree on Ancestry has Annie dying 12th July 1921 at 20 Low Town, Oldbury which matches the 1939 address for Joseph and Ellen.
Tree owner seems to be grandson of Joseph and Annie.
