I am sure that marriage by certificate or license was more expensive than banns, just less 'publicity'
A Marriage Licence is more expensive, especially Special Licence but not by Certificate. By Certificate is standard in nonconformist Churches where Banns are not part of the procedure. I was married by Certificate in a Congregational Church.
