Missing death certificate - died abroad?

I'm looking into someone named Edmund Lomax, born c1778. I have a probable burial record for him in Surrey in 1847, but a GRO search doesn't seem to show a death certificate. I did note a likely death announcement in a newspaper, suggesting that he died abroad. Would dying overseas mean that someone did not have a English death certificate?

Correct. Presumably he was the Edmund Lomax of Netley Park who died at Florence?

Edmund's will is available via TNA (free) and Anc.

There's also a newspaper item, Morning Post (14 Dec 1849), re. his will, which refers to his daughters
Laura Susanna (an infant), Mrs Frazier and Mrs Scarlett.
