Being Leeds -It could mean a row of cottages like miners cottages near a mine or cloth workers row of cottages near a  mill but it could also mean The Lower Headrow, one of the main streets/road in the city centre infront of the town hall. A long road down hill (Lower) till it meets Eastgate.
