hello i am looking for mystery surname

hello i am wondering if anyone could shine a light on why someone's surname has no connection to there father or mother?
i am looking for William henry Bevins 23th December 1905-1988 and was married to Florence Bevins lived in warwickshire/bedworth/Coventry . But when i try to find the mother and father it says he was a step son to a Andrew Howard and the mother was married and devoiced to a Arthur Hewson but no sign of a Bevins.
Thank you so much

BEVINS, WILLIAM HENRY HARVEY
GRO Reference: 1906 M Quarter in TAMWORTH Volume 06B Page 467
Could this be the birth ref? If the actual birth date is in December 05, the registration could well be in the first quarter of the following year.
What evidence do you actually have? The 1911 Census?

wow that was fast
.. I have found a census from 1939 when william henry bevins was living in bedworth as a Colliery Stallman Heavy Worker and william and florance have the right birth dates. and then i have found a 1911 census which the step father has the same job as a Colliery Stallman Heavy Worker.
