Civil registration of births only started in Ireland in 1864.

So, before that date, church records (if they are in existence) will need to be found. You haven't indicated the religious denomination of William Wallace.

I gave you links to topics such as Irish records in reply #4.
S-E-A-FO-R-D-E is in Downpatrick Poor Law Union/Civil Registration District so when you look at vital records (births, marriages, deaths) it will be listed under Downpatrick.
Loughinisland is the civil parish (you will need this in order to search for other records) which may be the Church of Ireland Parish (Catholic churches have their own parishes which may have different names, follow different boundaries, etc.)
There will be no birth registration for someone born before 1864. If you are searching for a William Wallace born c1800 it may be that he married before the start of marriage registration (1864 for all marriages but from 1845 onwards for non-Catholic marriages). If he died 1864 onwards you can search for a death registration.
When doing any sort of research it's best to work back step by step through available records.
