Surname on wedding certificate 1899

Hello,

I'd appreciate any help working out the top surname on the attached wedding certificate. It's the name of a witness to the marriage which took place in Norwich in 1899.

Unfortunately, this is the only example of his handwriting - James Fenn/Fann/Fawn...what do you think?

They're witnesses. The marriage was in Norwich  :)

It looks most like James Fann to me

I'd say Fenn (or Ferm?), it doesn't look like the a of James.

It looks like James FENN to me. There was a James FENN aged 43 a bootmaker in Norwich in 1901.

I should add, there was no James Fann in Norwich in 1891 or 1901.
