That is the GRO index record which would not necessarily be the same as the record held by the local register office.  The GRO indexes cannot be 100% accurate, they are after all a list compiled from all areas by a human being  ;D

ADDED
Maybe you need to contact the local register office (not the GRO) for a copy of that certificate for 'Selina'.  It may give some clues

The marriage of Joseph and Susannah shows that neither was able to sign. The birth certificate may be incorrect but they may not have realised.
The children prior to Lionel were all baptised but the online register ended in 1842. The next register may be at the church or in the archives. The latter may also have the BTs.

If the birth certificate is inconclusive, it might be worth contacting the church and archives to see if they have the next register.
