David Allen is listed here a couple times.

https://s1.sos.mo.gov/records/archives/archivesdb/msp/Detail.aspx?id=21426
 - this definitely looks like him, a bookkeeper, born Ohio, two years served from 1897 to 1899
The full image has a full description including "whiskers worn" (a full beard in his case).
It also indicates he had served a term previously.

So he should have been out for the 1900 census, but quite possibly down as a boarder/lodger or even missed entirely if he was on the move at the time.
Census information is Crown Copyright, from www.nationalarchives.gov.uk

Jorose, that find is interesting.  The one from 1875-1877 probably isn't him:  born Tennessee and a farmer.  Also, Webster county is located about 200 miles from St. Louis.

However, the 1888 grand larceny offense coincides with the previous news article of him embezzling $1000 and the 1897 offense coincides with his book fetish.

For the  1888 offense, it looks like they've misread "Bookeeper, as Parkkeeper".  See in the second entry the hair color: BLK, the "b" looks the same as in the Allen entry for "bookkeeper".
