Carole, looking at the children's names on the census you posted I am more inclined to think William was the son of Thomas and Elizabeth Bushell.

To add to my original comment.
The Bible also stated Thomas b1863, John 1865, Sarah 1868,Louisa 1869.William 1873.
Mary Ann Alder was his wife and was married in 1864.
Perhaps as mentioned I should get hold of a marriage certificate and see if that divulges the fathers name.

I was looking to see whether there was a newspaper announcement of the marriage - didn't find one, but did find this:

Berkshire Chronicle 06 February 1864
Kingsclere Petty Sessions____William Richardson of Woodcott was ordered to pay 15s 6d costs, and one shilling per week, under the "incidental population act", to Mary Ann Alder, of the parish of Ashmansworth, spinster. Defendant, who had been paying 1s 6d a week to the girl since 28 September 1863, now got off the odd sixpence, it having come to the knowledge of the Bench, that Mary Ann had been indiscreet on a former occasion.

In 1851 Thomas on the above census is a widower and only the two younger boys John & William are with him

The William from Great Bedwyn has his supporters.
Perhaps the best bet is indeed to get hold of the 1864 marriage certificate. Possibly it was at Ashmansworth.
