Medal Card Translation please ?

Pte 204569 Joseph Waugh of 5th King's Liverpool Regt D. O. W. Edinburgh Hospital 10/10/1917
The rear of his Medal Card states:-
" O/C Liverpool Regt Received Request Auth for Disposal of Medals 20/01/1923"

What exactly does this mean ?
 Did his Widow Elizabeth receive them or return them unwanted ?

The medals were issued in 1921 and would have been sent to his widow.  I'd read this as meaning she, for whatever reason, sent them to the Kings Liverpool Regiment in 1923 who asked the Medal Office for advice about disposal and the note is the Medal Office recording that fact.
