In 1954 they were at 580 George St.

Here's a couple of photos from Pinterest of Harold's 580 George st, on the Northeast corner of Bathurst and George Streets from 1950-60 and possibly originally from from City of Sydney Archives (which I don't know how to drive, so can't find)

A search for "580 george" on the City of Sydney Archives site shows a building survey card for the address from 1947.

It lists the ground floor as a Ladies Frocks showroom, with 4 persons; and the first floor as the workroom, with 6 persons

Oh, and I have only just seen Matthew64's message with the rate card. That would be it.
From what I have found, Harolds was on the next block nearer to Town Hall.
