I looked through British Newspaper archives I don't know how many times, and missed it. Someone on a Genealogy group on fb found it. I managed to find it myself only by narrowing it down to May 1850 (once I knew).  It's almost as if Samuel Housley hides at every opportunity!

Hopefully you are searching for the variations of spelling for the surname.  The newspaper extract has his name as Housely. :)

Spelling was fairly fluid in those times.

A widower, a plumber, birthplace Heanor is 2 miles from Smalley.

There is a death for a Samuel HORSLEY later that year,


Samuel HORSLEY    Dec Q 1871    Stratford on Avon, Warwickshire    6d  372
Age:    69


The age is 10 years out but it could be a transcription error when the info was sent to the GRO or the informant could have thought he was 69. 

But it could be a different Samuel   :-\ :)
