Looking for suggestions for the second witness to this marriage, please.
All I have so far is Mary Ann Thompson and Elizabeth ?  possibly a Mac/Mc or a middle name and surname.

Agree with this. If it is this then there will be multiple different ways of spelling it recorded. 

OP are you able give us a bit more detail about the certificate it is from please?
Who, what where etc.

Hi Shanreagh, the ladies were witnesses at an 1878 Marriage in Eaglehawk, Victoria, Australia between James Richards and Rebecca Harry (nee Williams)

I would go with McQueen.
The letter in question doesn't look anything like the L at the beginning of the word Licence.
