A prisoner?

This is Henry Jollands in 1881.  He appears to be in the custody of Superintendent George Jarvis of the County Police and his wife Elizabeth; there are just the three of them in the property (in Grimsby).  How exactly is he described?
Godden in East Sussex, mainly Hastings area.
Richards in Lea, Gloucestershire, then London.
Williamson in Leith, Vickers in Nottingham.
Webb in Bildeston and Colchester.
Wesbroom in Kirby le Soken.
Ellington in Harwich.
Park, Palmer, Segar and Peartree in Kersey.

It looks like Head Prisoner currently one in lock up ???

Can you be a head prisoner?

It certainly does look like Head Prisoner.  ???

Perhaps they were trying to say Prisoner of the Head of the household..?

I can't see currently, unless some letters are missing.
I can't help but see xxx only one in Irish xxx, but that could be because it is past my bedtime and I'm worn out.   ;D

He is shown as prisoner here (scroll down to Dwelling: 182 Victoria Street):

I see "[???] only one in lock up" as well, and "Head prisoner", although perhaps he was described as "Head (of his own household? Separate from the Jarvis household?)" "Prisoner (??? only one in lock-up)" if you see what I mean?

I wondered about
Head Prisoner (as only one in Lock Up)
but that would be a little frivolous on the part of the enumerator...  :)

There are a couple of interesting, but short, articles about him in the British Newspaper archive that suggest the circumstances of this. I will share them if you want me to, don't want to spoil the surprise if you'd rather look by yourself.

Although he’s in the same house as the Jarvises he is enumerated as a separate household, of which he’s head (there is a single stroke between their ‘household’ and his on the original, denoting two households).
So the entry consists of two parts as Ayashi already suggested,

Head
Prisoner only one in lock up
