Thanks to you both. I'm glad it's not just my poor research skills not finding him in the records.

Attached is the second part of Rebecca's death cert.

I haven't been able to find a good match for his parents' life in Victoria or their deaths either, I thought if I did I might be able to find different locations and perhaps a sibling he may have gone to stay with.

Well,
Looking back over the information you have about James RICHARDS, there are a few thoughts.

It is a bit unusual to see occupation 'none' in the section for fathers' occupation on a marriage certificate.
If not employed, one might see 'Tailor, retired', or 'gentleman' or 'pensioner' or even 'unknown' 

It makes me a little suspicious about his 'facts'

Also I wonder if Mary Ann THOMPSON the witness at his marriage may be his mother.
Possibly remarried or even married for the first time to a Mr THOMPSON.

He knew his mother's maiden name, but but I see no further births to a woman fitting the known information.

I believe Percival was being truthful when he gave his father as NOK on attestation, so James was still around in 1914.

I do note that Percy suffered from TB and, as it seems to be a disease passed on by close proximity to those who have it, I wonder whether father James was afflicted.

Just thoughts really!
