the child in question is Edward as I know his date of birth , I have even considered that this was Emily's child. Perhaps we shall never know,

I think this is possibly the key.

James PEMBLE married Sarah Ann MARDEN in 1859, West Ham RD.  I would therefore assume that the adopted children are relatives of Sarah.
