Help with 1901 census please!

The two birth registrations will have been recorded because mother gave birth in a different district to her usual residence. Births have to be registered in the district they took place in so this registrar would send a notification to the registrar where the family resided to notify him of a child's birth elsewhere. This would result in the second registration with the same details, just different location and ref.
