Deciphering old Chinese Artist Signature or Title

I would like to ask for assistance in Deciphering a chinese signature or painting title.

I have inquire for assistance from 3 of my Chinese colleagues located in Hong Kong, Mainland China and Finland. Also, my associate in Vancouver and Los Angeles of Chinese decent.  All was unable to understand the writing.

So, I'm reaching to the forum for any assistance.
