Her spouse was Ernest H Jarrett, so I think this is his death, given its location

There's a tree on Ancestry suggesting her parents are Henry Cook and Edith Rogers, who married in Dover in 1913 - fits the mother's maiden name on the GRO record I posted,

I can't give you details of who Evelyn is with in 1939 which may help confirm if the above is on the right tracks

There are a few trees, some of which are a bit lacking in supporting evidence, and some suggest a different marriage for Ernest

There's an Edith Rogers about the right age who has father Robert and was born in Buckfastleigh, in the Totnes registration district. That would fit with Evelyn Olive's birth - going back home to her parents to have the child. Edith has a younger sister called Evelyn. She's at home in 1911, so not sure how she met Henry and married in Dover, unless he was local but working away and she travelled to him for the wedding

This is the point where some certificates would help confirm and provide a bit more info like addresses and occupations
