Can anyone identify this? It's on clear glass, it's on a black background for clarity.

Well, something of a conundrum. 

The shield is stylised Castile & Leon - Spanish. 

The crown and double headed eagle with displayed wings and legs is Eastern European. 

The birds in the four corners are typical Chinese space fillers. 

I don't know where this piece comes from, but would hazard a guess that it is 20th, or 21st century Chinese pretending to be older.

Thanks for the info. It looked rather generic even to my unschooled eye. I have no idea where or why my father got it, but he did business all over the world and got all kinds of odd things as gifts or business souvenirs.
