Help needed to identify this , found among other war medals

Hi folks I’m unsure to what this may be can anyone suggest what this is ?

Is it a war medal ?

It looks to be a generic silver medallion/fob commonly found on watch chains.  Also given as ‘medal’ prize for all kinds of events. An old horticultural society in a village near me used to give this type of medal and a cup for the best vegetable or flowers. 1st prize got a cup and a medal. The cup went back, the medal you could keep.

I have one on my watch chain right now plus two others. The one in the middle has the initials F W stamped with a very fine centre punch.

Does it have any marks on the back?

It is a French 19th Century medal normally with a red ribbon. I haven't been able to find out what they were awarded for.

Ryan   Can you make the marks clearer?  They look like silver hallmarks, if you can make them clearer I might be able to see where and when it was made and who made it.

I have an unverified citation that it was given by the French Education Service to students (possibly upper school/college/university) for attaining an exceptional high standard. 

It seems that the French gave medals for a great many things -
