Can anyone read what the reason for her not being able bto look after them is and the address given

In 1920 all 4 children are listed as step children to Abraham Rosenberg
With His wife Eida. & ROSENBERG  children .

 Irving born Kiev Russia ,went on to marry Estelle FELLMAN. 1929 (who may be a distant relative of mine)

The family arrived in USA in 1909
I wonder how long the children were in care where were they in 1915. ?
Did Bella get to stay with her mother .

The records are very useful .giving exact birth dates of parents & children (except Bella) .+ Fathers death date and address

On irving s naturalization petition it says he arrived in country as Itshok ZAREWSKY from uman Russia

 and wife Estelle came from 
Koslow Chekoslovakia

The witnesses are Benjamin *BUNIN ( could be a relative of his mother whose maiden name looks like Bre*e*  on orphan document)

The screenshot you show just says Ida is not well and unable to care for her children any longer.
Dated 1912 but she obviously has the children back in 1915.
Address looks like 1337 Brook Ave. Could it be 5 Floor - r (rents) 29 ?
Sister looks something like  Mrs Jennie Gartenberg  ?? 1522 Nebstel Ave. ??  1 st Floor

Right hand side of the image is sliced off, and I can’t make out some of it, but as well as what Sandra mentioned there is also:

“Has sold most of her household articles”

It says that she is unwell, and claims to be unable to look after her children? I wonder if they doubted that she really was unwell or if they thought it might be an excuse for giving them up?

It mentions that she has one sister and gives an address, though I can’t decipher the surname or address.
