My friend can't find his birth certificate and needs to obtain a copy. Can anyone tell me where he should apply, please?

Overseas Army births are with the GRO, FindMyPast have the indexes

British Armed Forces and Overseas Births and Baptisms
Findmypast has brought together records from the General Register Office and The National Archives in one collection of birth and baptism records of those born overseas and at sea. The collection holds birth records of children born to those working within the armed forces, merchant navy, and consular forces, as well as, civilian ship passengers.
Census information is Crown Copyright, from www.nationalarchives.gov.uk

I've just looked on FindMyPast, there are 120 results if I limit the search to 1938 and a birth country of Malta.

On the GRO site, you need to follow the link on the main page to Order a Certificate or pdf

That takes you to where you can specify that the event was registered outside the UK and registered by the British Forces, Consul or High Commission
Following through there are 2 options
1 if you know the the GRO Index ref (which is available on FindMyPast)
2 if you want to supply details (parents names, birth date or at least a birth year etc) and ask the GRO to search

option 1 will cost £11 and the normal (may be different atm) time frame is 4 working days to send it
option 2 costs £15 and time frame given is 15 days

for both there are (at an extra cost) priority  options which can be sent more quickly.
