Waterlily went from Sydney to Hobart arriving Hobart 18 March 1843.

I can see a few trips for the schooner "Waterlily" between Sydney and Hobart in 1843. Passengers in steerage are rarely named.

Here he is named in newspaper 11 March 1843.

There is a record of a passenger, Richard Hughes leaving Hobart 27 March 1846, onboard “Lady Leigh” going to Port Albert.
No age recorded, so it is difficult to know if it is him.

I will look some more into other possible departures when I have some more time. Someone else may come along in the mean time and find the correct departure.
I would suggest you look for him in the 1851 England census, since it looks as if he might have tried to return home.

Oh my gosh, JM nailed it. I had the doc that JM was able to decipher, I couldn't, "Written across side – looks like ”cleared out in the Waterlily for 12S     4 March 43”
(I speculate this is him leaving the colony on the ship Waterlily. Needs further investigation)

There is a record of a passenger, Richard Hughes leaving Hobart 27 March 1846, onboard “Lady Leigh” going to Port Albert.

In addition to the above departure in 1846, there is a Mr. Hughes leaving Tasmania 19 July 1844 bound for Port Phillip.
 
There is a Richard Hughes born 1807 England and a labourer who has a large number of criminal convictions (over 60 convictions) who appears in the Victorian Police Gazette for everything from larceny to vagrancy.  Last date I can see is in 1893 (age 86).
Possibly his death:  Richard Hughes age 86yrs died at Tarra Bend Asylum 12 Jan 1894 (an inquest- senile decay)

It is difficult to know if this is your man - Be aware there are a few different men with that name, and a number who are ex-convicts.

Of course, your Richard Hughes may not have left Tasmania.
There is a court record on 29th Dec 1857 of a Richard Hughes in Launceston gaol for sheep stealing. Under remarks there is no sentence entered. It just says “F.S.” (free by servitude) and “ignored”.

There is a death 24 May 1864 in Launceston of a Richard Hughes (labourer), age 57
 
Again- warning, There are a number of men with the same name.

I think Neale is on track with his in depth knowledge of Tasmania searchings.   I can find around 20 chaps in NSW in the 1840s as :  Mr Hughes,  Richd Hughes, Mr Huges,  Mr Hughs,  Hugh Richards, and similar variations.

You can discount this man. The asylum record has him born in Manchester.
