If I am unable to give names how am I to find the person? I am not sure how to view electoral roles.

An internet search for the term "electoral registers" will show a few options which can be searched online by name, probably for a fee.
There are some historical electoral rolls on some family history websites which can be searched by surname.
Staffordshire library & archive service has electoral registers for Staffordshire. Electoral registers are  arranged by constituency and then by ward. Search for "Staffordshire electoral registers".

The deceased sibling mentioned in the opening post is on a couple of trees on Ancestry. One has only him + his parents. If they are someone else's trees and not yours, you could contact the tree owner, if you're a member.

Using https://www.192.com/people/search/ you can enter the surname and for free, view where the names appear in the country. Paying a small fee will give you actual addresses.
Census information is Crown Copyright, from www.nationalarchives.gov.uk

Carole's tip in reply 12 is a quick & easy method. It has an "Advanced Search" option which allows you to enter more information on the search form. You probably won't need the advanced search with such an uncommon surname; it won't take you long to skim results of surname search.
 The website has 2021 electoral register.
One thing to remember is that 21st century electoral registers searchable online are likely to be edited versions not full versions. People can opt out of the edited version which can be sold to commercial companies. Explanation here:
