1917 - H.M. Service - Armourer

On my G.grandfathers 1917 marriage cert it has his occupation as H.M. Service - Armourer.
Im wondering why in 1917 @ 25 he wasn't in the army. Does the HM Service mean he may have been convicted and put to work in a munitions factory??
His wifes occupation is given as munition worker.
They were married in Stepney in East London and I know there was the Silvertown (West Ham) munitions works and Arsenal Woolwich, where they likely met?

Just trying to understand the HM Service - Armourer tag. what is an armourer?

An  Armourer is responsible for the weapons of a Regiment or Ship, depending on the Service, so it looks as if your g.grandfather as in the forces or working for  the Ministry if Defence.
