PRONI Valuation revision books

Hi, My great grandfather henry mcauley has no birth records so I'm trying to get an estimate of his age to tie in other records from a PRONI valuation record when he rented a dwelling on an estate called Blackstown house in Ballyligpatrick, county Antrim in 1871 where he worked as a blacksmith. What I am trying to find out if he would have to be of full age (21) to rent the dwelling. This would also help me in trying to verify some army records for his father John McAuley who we believe served in India
